The Board of the International Chamber of Shipping (ICS) has expressed concern at the serious incidents involving the Marshall Islands flagged ship Front Altair and the Panama flagged Kokuka Courageous, in the Gulf of Oman. Addressing the issue at the ICS Annual General Meeting in the Faroe Islands, the Board has expressed the international shipping industry’s alarm at recent incidents in the region affecting ships and their crews.
“This suspected attack is a deeply worrying and intolerable situation. We await further clarification and information as to what has happened but we are relieved that there appears to have been no loss of life and that the crews are reportedly safe, ” said Guy Platten, ICS Secretary General. “This is the second incident in one month and the shipping industry, and most importantly the crews, must not be exposed to such risks.” Read more
Members of the shipping community, Flag States and Agencies from the Gulf of Guinea gathered at the Headquarters of the International Maritime Organization (IMO) on Friday 7 June, 2019, for a day-long symposium on Maritime Security in the Gulf of Guinea. The event, co-sponsored by BIMCO, IMCA, ICS, ITF and OCIMF, featured speakers from regional maritime agencies as well as shipping officials, academics and military staff. The shipping industry, along with seafarer groups, organized the event to highlight the continuing danger to seafarers operating in the Gulf of Guinea.
In opening the symposium, Dr. Grahaeme Henderson, Chair of the UK Shipping Defence Advisory Committee and Vice President of Shell Shipping & Maritime, said “Simply put, the high level of piracy and armed robbery attacks in the Gulf of Guinea is not acceptable. Yet it is happening every day and this is not business as usual. We need to take urgent action now.” Read more
In advance of its AGM in the Faroe Islands next week, the global trade association for shipowners, the International Chamber of Shipping (ICS), has launched its Annual Review 2019, providing in-depth insight into the most pressing issues confronting shipping, which moves about 90% of global trade.
ICS Chairman, Esben Poulsson, explains: “The immediate focus of ICS is the successful implementation of the UN IMO global sulphur cap, which will take complete effect on 1 January. Responding to changing regulations the International Chamber of Shipping (ICS) has launched of the third edition of its essential Guidelines on the Application of the ILO Maritime Labour Convention, the only fully up to date guide to the Maritime Labour Convention (MLC) for all involved with the employment of seafarers.
Focused on today’s MLC, the publication covers all amendments made to the Convention since it entered into force in 2013. It also contains practical advice, information and key learnings from industry bodies at the heart of the shipping community.

The International Chamber of Shipping (ICS) – which represents the world’s national shipowner associations – remains confident that shipping will improve its carbon efficiency by at least 40% by 2030 compared to 2008, in line with the UN International Maritime Organization (IMO) targets to reduce greenhouse gas (GHG) emissions. This follows important decisions made by the IMO Marine Environment Protection Committee (MEPC 74) which met in London this week.
ICS Secretary General, Guy Platten commented: “We welcome the adoption of important new IMO regulations to strengthen and bring forward the application of the Energy Efficiency Design Index for several different types of new build vessel, including containerships. We are keen to see further progress on developing more short term measures to help the existing fleet reduce its emissions, and are optimistic that IMO Member States can agree some additional regulations, during 2020, combining prescriptive and goal based approaches that will deliver further GHG reductions before 2023.” Read more
A new survey from the International Chamber of Shipping (ICS) and the European Community Shipowners’ Associations (ECSA) reveals that not only is internet access for seafarers for personal use on board ships more widespread and available than previously imagined, but also that the positive benefits associated with this access outweigh the feared safety concerns around the technology.
The responses to the survey carried out by ICS and ECSA, with support from the Asian Shipowners’ Association (ASA), indicate that the provision of internet access to seafarers for personal use may have improved the mental health and well-being of seafarers (according to 60% of respondents) and the morale of seafarers in the company (according to 69% of respondents). 82% of those organisations who responded provide internet access to seafarers for personal use. Despite industry concerns that internet access may negatively impact upon seafarers obtaining adequate rest and sleep during periods available for rest, 85% of these companies reported that this has been unaffected or improved. Similarly, whilst there have also been concerns expressed as to whether internet access may negatively or positively impact upon the work performance of seafarers, 96% of companies reported that this has not deteriorated. The International Chamber of Shipping (ICS) has published a new edition of its widely used Personal Training and Service Record Book, to help qualified seafarers and their employers maintain a comprehensive record of training and seagoing service.
“Good record keeping of training and seagoing experience is essential to support a seafarer’s career at sea, and it is vital that shipping companies and seafarers are able to use a standard international book.” said ICS Director of Policy, Simon Bennett.
The Chairman of the International Chamber of Shipping, Esben Poulsson, has set out what the industry would like the International Maritime Organization to achieve as part of its CO2 reduction strategy for the shipping sector.
Speaking in Indonesia today at The Economist magazine’s World Ocean Summit, Mr Poulsson feared that unless IMO makes significant progress the industry could be vulnerable to regional action, not only from the EU – which is considering incorporating shipping into the EU Emissions Trading System – but also from Canada or California, which have already introduced carbon pricing.
“We are confident IMO can adopt an ambitious strategy by 2018 matching the spirit of the Paris Agreement. However, IMO needs to agree a baseline year for peak CO2 emissions from shipping, as well as setting out some serious long term aspirations for dramatically cutting the sector’s total CO2 by the middle of the century” said Mr Poulsson. The International Chamber of Shipping (ICS) – which represents over 80% of the world merchant fleet – says it is ‘disappointed but not surprised’ by today’s vote in the European Parliament to propose that international shipping (including non-EU flag ships) should be incorporated into the EU Emissions Trading System from 2023.
“This vote for a unilateral, regional measure simply risks polarising debate among IMO Member States which have already agreed to develop a strategy for reducing shipping’s CO2 emissions in line with the goals of the Paris Agreement on Climate Change”. said ICS Director of Policy & External Relations, Simon Bennett.
“The vote completely ignores the real progress that has already been made by IMO – which under the Kyoto Protocol, to which EU Member States are signatory, has a mandate to address CO2 emissions from international shipping.”
Maritime training leader notes the importance of attracting a new generation of mariners
LONDON, UK – 18 May 2016 – The BIMCO/ICS Manpower Report released earlier this week indicates that there is a current shortfall of about 16,500 officers and a need for an additional 147,500 officers by 2025 to service the world merchant fleet. Nigel Cleave, CEO of VideotelTM, part of KVH Industries, Inc., has stressed that shipowners and shipmanagers need to invest in seafarer training to help combat this predicted shortfall of officers. Shipping companies are being strongly encouraged to use new ‘Transitional Measures for Shipowners Selling Ships for Recycling’ launched by a wide coalition of international shipping industry organisations.
The purpose of the new ‘Transitional Measures’ – developed by an inter-industry working group led by the International Chamber of Shipping (ICS) – is to help shipowners ensure to the greatest extent possible that their end of life ships will be recycled at facilities that are compliant with the standards enshrined in the IMO Hong Kong Convention, in advance of the global regime entering into legal force.
The global shipping industry, represented by the International Chamber of Shipping (ICS) throughout the United Nations Climate Change Conference, greatly welcomes the ‘Paris Agreement’, adopted unanimously on 12 December by 195 nations.
The shipping industry remains committed to ambitious CO2 emission reduction across the entire world merchant fleet, reducing CO2 per tonne-km by at least 50% before 2050 compared to 2007. Read more
ICS notes that the IMO Secretary General has announced that the Ballast Water Management Convention will enter into force worldwide from 24 November 2016, following ratification by Indonesia (subject to IMO’s verification of the gross tonnage data relating to Indonesia’s registered fleet).
ICS believes it is now incumbent upon IMO to finalise the revision of the G8 Type Approval Guidelines as soon as possible, in order to ensure that shipowners can have absolute confidence that the expensive equipment they will soon have to install will be effective in treating ballast water conditions normally encountered during worldwide operations and be regarded as fully compliant during Port State Control inspections. The United Nations (UNFCCC) has published a Synthesis Report analysing the impact of the pledges made by 146 nations to reduce CO2 emissions in advance of next week’s Climate Change Conference in Paris.
The International Chamber of Shipping (ICS) says the mandatory CO2 reduction measures already adopted by the International Maritime Organization (IMO), combined with the aggressive fuel efficiency measures being taken by merchant ships worldwide, will proportionately deliver far more ambitious CO2 reductions than the pledges so far made by governments. The annual Tripartite meeting between shipowners, shipbuilders and classification societies was held in Seoul, Republic of Korea on 16 and 17 October 2015. The meeting was attended by 100 high level representatives of the industry, including chairmen and executives of the Round Table Associations (BIMCO, ICS, Intercargo and INTERTANKO) and OCIMF, IACS with its Class Society Members and CESS with the Shipbuilder Associations.
